I was doing SM64 16 Star Run, And I got 16th Star in Rabbit, and got 17th Star in DDD. Can I submit run? (Time is 22:26)

probably not because you need to finish run with 16star, not 17stars

I did the same exact thing on my first run. The category is 16 Stars. Self explanatory.

The rules don't specifically say you have to collect 16 stars, they just ban Side BLJs

Yes, the 16 star category is really "any%, no SBLJ", so getting a 17th star doesn't delegitimize the run.

From what I understand, getting exactly 16 stars isn't the key to the category, and though I believe getting more stars is allowed, it's just that getting more stars wastes time.
