When a speedrunner is learning a new run. I find it an awkward thing to stream, personally. Do you enjoy them as viewers? I actually do, myself. Find it more chill/better chance of caster interaction. But I'm very noncommittal toward doing them myself.

Generally, I only stream a game when I learn it. It would be nice to have an audience, but unfortunately, nobody cares enough about the games that I run to make streaming them make any sense. I do, however, stream routing/glitch hunting because even though nobody shows up it's good to document any potential huge finds.

When I watch a speedrun, be it a practice or a real thing, I watch it because of the runner, not so much because of the game being played.

I'm with Osmorosvo, I don't watch streams because I need to see a WR run or anything, I watch for the streamer.

Do you only watch a few people then? I watch dozens of speedrunners (and even a few non speedrunners!) on a regular basis. What they play (game and specific type of content) matters a great deal to who I watch any given day.
