I see that some people play Japanese games on their Wii Virtual Console for example: Paper Mario. Did they buy a Japanese Wii or did they change region? If they changed the region, how did they do that?

I'm sure some people have bought a japanese WiiU, however I believe many use the Homebrew channel (Generally used for hacking games and such, but can be used to spoof your consoles region)
