I'm wondering if this would count as hardware manipulation or emulation. I'm thinking of getting a PS2 Fat with HDLoader and I'm not sure if it would be allowed for speedrunning. Is it generally allowed?

You may use a chipped PS2, because it doesn't affect gameplay, but HDloader most likely counts as emulation. The best thing you can do is ask the game mods if it's okay to run with HDloader tho.
