Basically what Im saying is that there should be an option to allow editing the comment, video link and other things(Everything except the time I guess) without having the run then disappear from the leaderboards to be verified again.
I'd recommend having this ability in changing the comments, perhaps, but not the video link or really anything else.
Ideally, it would be possible to change both, but any such change would have to be approved by a mod. Alternatively, the mods for that game would be notified of that change. Otherwise it is possible at any time for the submitting user to inject malicious content in the comment or video link that can stay hidden there for long periods of time, e.g. URL shortened links to pornography. I believe a posteori changes are fairly uncommon so I don't think it would create much extra work for the mods.

" I am not an expert in pornography, but I think the probabililty that someone would put a porn link in a speedrun submission would be very low.
