Timers are for the viewer only, they aren't required to submit a speedrun (unless the mods are mean). But yes, a stopwatch would be suitable as a timer if you so desired.

Timers can be requested when it uses the load removal/game time features and else, unless you bind your clock to have this kind of feature (lul), that can't happen. Otherwise, there is no reason to force a runner to have a timer. Finally, you can just time with the timestamps of the start of the run and with the end of the run.

You can usually force a game to run in windowed mode, to allow you to access things like LiveSplit, stream chat (I sure prefer it myself). Also, if your computer has an HDMI port, you can hook it up to an HDTV via that HDMI and use your TV as a second screen, giving you more room for your various elements (and allowing comfortable use of LiveSplit even if your game does force full-screen).
