Streaming with terrible upload

I'm brand new to the speedrunning community and to streaming. The problem is that I may need to use the internet connection at my parent's house (i may be moving in the next week or so... when my work decides what it's doing).

The problem is the speed at my parent's house is about Upload¤ 400Kbps at best. For games with little movement, this may not be a huge problem in terms of quality, but since I want to try the Mass effect games and FFIX at some point, it may not be possible. If it is possible (to at least survivable quality, what sort of settings on OBS would I need to play with?

And no, this is the best speed we can get in the area. Our infrastructure is severely underfunded and we are out in the middle of nowhere.

Ouch, that is pretty low. I'd set audio to 44.1khz mono at 64Kbps and video to 512x288 24fps at 256Kbps. Any higher would be horribly compressed. On the bright-side you can set your CPU Usage Preset to slow or slower since you'll have plenty of spare CPU, or if you want to record your streams locally you can have it stream and record two different encodings.

If you play 4:3 games use 480x360 instead.
