Is WSplit allowed for submitting times?

Hey, bit new to speedrunning. I've been using WSplit to track my times, but I recently heard it doesn't use SDA timing, and I wanted to make sure that won't get my run rejected if I use WSplit.

Any timer is valid to use, I use WSplit myself.

SDA timing just means that timing starts when you gain control of the character end ends when you lose control of the character in your game. Any timer supports SDA timing as long as you abide by those rules for starting and stopping.

How do you frame count?

If the run is more than about 5 minutes long, frame counts are unnecessary. Sure you might record a time of 25:30.25 when it ¤should¤ have been 25:30.75 (or whatever), but I have a hard time believing that will ever matter in a run that long.

I personally just like to be as accurate as possible, for the sake of being accurate. I'm not sure what frame counting is, but I don't think I would feel the need to do that for every run. However, I do check all of my videos to see the time of the final frame. If frame counting is no more involved than loading a video into an editor, then I'd probably do it. I say why not? If I have the choice between being slightly inaccurate and just as easily being slightly more accurate, then it isn't a burden. It doesn't matter, either way. My only concern is personal integrity.

Also, 25 does feel better than 75, for some people. Those are the same people that bombard the forums with posts about "how long does it take to get a run verified?" after having waited for only a day or two, because they just need-so-bad for their progress to be visible. I don't like the fact that people are emotionally affected by such things, for the same reason that I'm not interested in confronting people for stopping their timer slightly early. It's not worth my time to fret about it.

You're right that it likely wouldn't ever matter, in terms of leaderboard rankings. Most boards don't even include milliseconds.

Timing accuracy can depend on the game's own timing method. If you're playing a game where the ingame timer only tracks minutes/seconds, then milli/centiseconds are kind of obsolete, but if it's a game where it tracks that accurately, not including those values on the boards is dumb because you're literally not showing the times that the game itself provides.
