The ONLY thing this changes is that the Tornado is set to spawn 100% of the time. It's not always guaranteed to spawn, though, if the game decides it's not worthy. This is the best we can do within certain limitations.

To use this, migrate to your base "Saints Row 2" directory. For Steam, this is "C:\Program Files (x86)\Steam\steamapps\common\Saints Row 2". There is a file called patch.vpp_pc. Rename this to patch.vpp_pc.old. Extract the contents of this .zip file into that folder. This .zip includes a single file called patch.vpp_pc.
