What used to be a PAL level primarily is now an NTSC based level. Knock and drop down as fast as you can. Once you reach the bottom, just before the guard up top turns, you'll want to lean against the railing/wall for the shortest amount of time possible. This changes your hitbox so the guard does not notice you. This can likely go higher into the 40s I'd bet.
