Another mission where I use an instant bustedwarp. Do the invincibility glitch and don't despawn the cop's corpse. Luckily the mission marker doesn't clear the area around it, so you can use any cop you find. Getting OM0 is a bit awkward since you should have a bribe replay, so your time for finding a cop is limited.

The next idea is forcing Kanbu to teleport to the road. To do so I jump over the fence using a Coach as a ramp. There are probably other ways to do it, but I was happy with this idea. Other than that it's just a few marked cars here and there and disabled traffic.
