Been running this strategy the last week. This is my best. Got a 22 unrecorded while testing, and have recorded 25 and 24's. In theory i reckon you can get a sub 20 with this route but it would have to go perfectly and take a billion resets.

I get 1,000,002 (clearly visible) briefly before it dips back under, i tried to mash the stop timer as quickly as possible when i saw it but just missed it. Please let me know if its not right and i can re-time from when i got the 1,000,000+ back again.
