Description
Took me ages because this IL doesn't make any sense. I think it can be beaten, but the first half is pacelocked by Dory going under the poison. You want to groundpound Dory's head right as they are about to go under poison about halfway through so you have to be slower in the first half to make that happen.
Also, apparently 100% is the same speed so it can maybe be beaten by optimizing 100%:
