Not sure what else to add. I want to get more into running platformers, retro if possible, and I want to do it on PC. I don't own any consoles older than the original Xbox (at least not currently) and I'm not sure if/when I get "new" ones how easily I could capture from them. So....any good retro or retro-style platformers on Steam to run?

For a first person puzzle/platformer, Polarity.
^ I actually have both of those for console already. Are the runs good enough to justify rebuying for PC? I've done it before.

It's not all encompassing, it's the games that have Platformer tagged on them.
There's already a lot of suggestions for you but I'll try. You can always emulate nintendo Nes or snes game there's a lot of great platformer to run on these but as for steam goes here's my suggestions
Teslagrad- A puzzle platformer where you change polarity of thing, really enjoyable speedrun you take one hit and you die but there's a lots of respawn points made by the game. the WR is around 21min.
Shovel knight- it was already state but a good platformer with a big community and ressources when you start running the game, a little bit more longuer then the others though WR around 43 min
Oniken- A fun platformer mostly inspired by old game like contra or ninja gaiden, it's a quick learn and really enjoyable there's a some rng in the game though WR Around 16:50
Völgarr the viking- quite a frustrating game but still a lot of fun just watched some speedruns didn't play it myself though WR around 15:30
I'm uncomfortable ethically using emulator. I do not engage in piracy and the gray area between the two is a little too gray for my liking.

You can get a lot of officially emulated Mega Drive games on Steam. You might want to avoid its Steam Workshop...
The Ys series of action RPGs is known for being a bunch of fast-playing games even casually; speedruns tend to work out pretty well. There's a trilogy (1 2 3) of Ys games that are RPG/platforming hybrids, with a heavy emphasis on the platforming. Maybe not quite what you're looking for, but I might as well plug.
A couple that haven't been mentioned and that I consider beginner-friendly. They're also cheap:
Bloo Kid 2 (Available on steam, 3ds, and free on mobile. Lots of options for practicing.)
Mighty Gunvolt (Short run, board has plenty of categories, three characters for multiple play styles, available on steam and 3ds for portable practice, and very straight-forward platforming. Not to be confused with Azure Striker Gunvolt.)
