Talk to Pelly after you reached 2002 you can finally start using the game's clock setting function as you only needed money for interest which is the reasoning behind doing all that system menu stuff.
Donate 400.000 bells to the town fund save and quit change the date a month talk to pelly Rinse repeat do that one additional time after changing the date one month later so Tortimer Moves his HardShelled Back out of the way
